Sita has announced plans for an incinerator in Granville, Telford, and it looks like the planning application will go in within the next 2 months (!) Read the report in the Shropshire Star, below.
This means that people living in a large area of North and East Shropshire now face suffering the effects of emissions from 2 incinerators. One can only speculate as to why Sita, which used to hold the waste contract for Shropshire is now proposing to rush through an incinerator planning application in Telford and Wrekin. Sita reportedly lost the contract in Shrewsbury because their waste management proposals for the county, which included an incinerator, were seen at the time as unacceptable. Subsequently the contract was awarded to Veolia, including - guess what? Both these companies know that there will be a waste shortfall. Veolia claims that only municipal waste will be burned in the Harlescott incinerator with the shortfall being made up by 'similar' kinds of commercial waste. Since incinerators need to burn 24/7 to be efficient, how are 2 incinerators going to be kept fed - you work it out! Keith Kondakor, an anti-incinerator campaigner from Mansfield has worked out that raising recycling rates to 70% could mean that incineration is never the cheapest option - despite the much-vaunted 'energy from waste'. Keith commented on the Star website: 'Telford and the Wrekin only recycle and compost only 35% of their waste. Almost all of the waste is recyclable (93.5% in one study) and if its not recycleable or compostable we should not be making it. An incinerator just moves the problem from dirty hole in the ground to dirty air we breath. The first aim must be to massive reduce the amount we produce. There are then modern plants that can clean the waste before a small clean and safe residual is landfilled. They are building these types of plant in Norfolk and Lancashire.' Shropshire Star Thursday April 3, 2008-04-07 Multi-million pound proposal for borough incinerator unveiled Plan to Burn Town Waste By Peter Johnson MULTI-MILLION pound plans to build an incinerator in Telford - which aims to tackle the borough's growing mountain of waste - wereunveiled today. The incinerator, planned for a site at Granville tip, on the outskirts of the borough, would be able to process 62,000 tonnes of non-recyclable rubbish every year. It would also create 17 new jobs if the plans were given the go-ahead. Bosses at SITA UK, a French-owned waste management company, and its partner Cyclerval, which are behind the plans, are expected to submit a planning application to Telford & Wrekin Council in the next two months. A SITA UK spokeswoman would not reveal the exact cost of the borough plant but said it would run into "millions of pounds". Company chiefs said the "energy from waste" facility would provide electricity for homes and businesses across the borough. Geraint Rees, SITA general manager, said: "The proposed plant would not only provide a long-term-facility for treating residual waste following recycling, but also has the potential to support local businesses and secure jobs by providing affordable and reliable heatand power." Outcry The proposal is expected to create an outcry among public health andenvironmental campaigners who claim such schemes are potentially hazardous. Telford Friends of the Earth has already expressed opposition to an incinerator, claiming it would produce potentially harmful fumes. Council bosses said the borough is running out of space for rubbish burial. It has significantly boosted recycling despite initial grumbles from householders. It faces hefty Government "fines" if it does not reduce landfill rates. Councillor Steve Bentley, cabinet member for environment, said: "We are very keen that the whole issue of waste disposal is opened for consultation with the community at this very early stage. Supporters of burning rubbish say the latest generation of incinerators are a clean and cost effective way of dealing with waste and producing electricity. A possible alternative for Telford is mechanical biological treatment – sorting and processing waste, some of which would go to landfill and some for use as fuel. MY LOOK AT THE ISSUE
LIFE EXPECTANCY OF THE PLANT
A representative of SITA said at the Donnington Life Long Learning centre said to me,
“The Life Expectancy of the plant is approximately 25 years”
The same person also said
“If the Producer Responsibility Regulations actually worked, we would not need to incinerate”
LATEST TECHNOLOGY
Various regulations require the latest technology to be used, whilst the technology is this potential plant might be recent, it is not the latest and most up to date technology, again this was said by the same person who made the above statements.
HEALTH RISKS
Yes, there are health risks again admitted by the same person who also admitted that a
“Health Impact Assessment has not been done”
So What Are the Health Risks and where do they come from
It is believed that the proposal for the new plant will filter airborne particles down to PM5 size, but the issue of health risks revolve around the smaller particles that are considerably smaller and are PM2.5.
What are the Health Risks from Particles of this size.
· increased total mortality;
· increased respiratory deaths;
· increased cardiovascular deaths;
· increased cancer deaths;
· increased risk of premature births and infant mortality;
· increased risk of pneumonia;
· increased risk of postneonatal mortality from respiratory disease and sudden infant death syndrome;
· increased hospital admissions and emergency room visits;
· increased hospital admissions, emergency room visits and surgery for respiratory and cardiovascular conditions;
· exacerbation of asthma attacks, increased bronchodilator use and increased hospital admissions due to asthma attacks;
· increased pneumonia, bronchitis and chronic obstructive pulmonary disease;
· increased respiratory symptoms in both the lower and upper respiratory tract;
· decreased lung function;
· increased incidences of rhinitis;
· increased absenteeism and increased number of days of restricted activity.
It is well known that the health effects will not be immediate, but are likely to occur over a 10 year period after residents, those living and yet to be born have in hailed the dangerous particles, therefore this installation will be poisoning future generations, some of whom are not yet born.
RECENT HEALTH ISSUES
The proposed open cast mine came against some considerable resistance because of the potential adverse Environmental Impact and the potential for Adverse Health Impact on Residents
MP David Wright and his want to be MP at the time said they were against it, the want to be MP ended up resigning and MP David Wright went extremely silent, probably because he realised his beloved Party were actually responsible for this kind of thing getting the go ahead.
Another case in point is of course the Iron Bridge Power Station,

I've forgotten to send you the electoral ward map showing the standardised mortality ratios [SMRs] for wards around Ironbridge Power Station. I sent copies to both Mark Pritchard MP and Philip Dunne MP, but I have been distracted by the reluctance of both Shropshire County PCT and Telford & Wrekin PCT to release data under FoI. Both PCTs have had to be "persuaded" by the Information Commissioner and among docs received is confirmation that there was no Health Protection Agency report about Ironbridge Power Station. The newspaper reports were wrong.
What did happen was a meeting on 18 November 2005 between those involved in what can only be described as "a massive cover-up", which included personnel from both above PCTs, the Health Protection Agency, the Environment Agency, the 3 local authorities, ie Telford & Wrekin, Bridgnorth & SABC, the power station owner [EOn], who had reps from both HQ & Buildwas and they "cooked up" a series of "questions and answers" of which I have a copy. These questions & answers are just tosh & have no scientific value at all and yet are the best efforts of those who are supposed to be protecting our health.
If the PM2.5 emissions from Ironbridge Power Station have had no measurable impact on health and mortality, there'll be no difference between rates of illness & mortality in upwind & downwind wards.
Over a year ago, I proved that asthma rates among schoolchildren were higher downwind of the power station [www.ukhr.org/asthma] and you kindly sent my correspondence to Telford PCT with your letter of 19 January 2006. I'd be grateful if you'd send me a copy of their reply as they "forgot" to enclose in in the bundle of docs delivered last week. Dr Catherine Woodward has prepared an updated report about Ironbridge [June 2006] which includes a lot of data, but only for selected wards, not all Telford wards. One of the sheets shows the hospital admission rates for under-15s in the 4 electoral wards she chose to prop up her fraudulent report [she should have included data from uopwind wards in Shropshire County PCT]. When just coal was burnt, both the volume and toxic content of the PM2.5 emissions were far less. The data provided by Dr Woodward shows just how the under-15s in Ironbridge Gorge ward have suffered. These are the age standardised Hospital admission rates for acute pulmonary disease for under 15s for six successive "years". The "years" are not individual years, but are five year rolling averages, starting 1995/1996-1999/2000 and ending 2000/2001-2004/2005.
The age standardised admission rates were: 55, 55, 145, 218, 436, 655 respectively. You'll notice that there has been a staggering and consistent upward trend followingco-incineration of waste oils & paint waste since 1998. You'll easily be able to get ward maps showing the following electoral wards & joing Telford & Wrekin wards to Shropshire. Dr Woodward's June 2006 report has a ward map showing River Severn & also the power station. You'll be abke to check that the power station is sited in the south east [ie downwind] end of Severn Valley ward [SABC].
Telford & Wrekin PCT have spent a lot of time, money & effort into covering up the truth and Dr Dick van Steenis and I have spent a considerable amount of time, but less money, in trying to get the truth exposed. On 21 SEpt 2005, Simon Conolly, CEO of Telford & Wrekin PCT wrote the following in his letter in the Shropshire Star: "There is no scientific evidence that patterns of illness and premature death are associated with industrial PM2.5 emissions in Telford & Wrekin........" [7th par] and yet the above data shows a clear association between premature deaths in under 85s and exposure to PM2.5s from Ironbridge Power Sation.
The big issue now is why there has been a cover-up of the truth when all the data shows clearly that Dr van Steenis and I have been correct. When Richard Pennell spoke on Beacon Radio, 15 Feb 2005, he claimed that he could prove that emissions from the power station were not harmful to health. I wrote & asked him for that proof, or the names of the doctors who wrote the reports and he ignored my request in his reply. My suspicion is that there has been systematic bribery and corruption of doctors and others from all the above-named bodies who were at the meeting of 18 Nov 2005. Also, SABC hold data about Ironbridge power station on the public register and when I tried to get copies I was told I'd have to pay £8-30 per A4 sheet. It seems that Dave Spode at SABC isn't too keen for anyone to have copies of such documents.
Dr Jeremy Queenborough [Dyfed Health Autority] was bribed with a farmhouse & 9 acres to keep quiet about the health effects of the power station/oil refinery complex at Milford Haven. I'm sure he'd wish to admit it, but he died of a heart attack in 2000, when aged just 52 years, having denied Dr van Steenis the heart attack data by postcode.
My Shropshire Star letters have been "chipping away" at Telford & Wrekin PCT and Dr Caterine Woodward wrote the following in her e-mail to Simon Conolly on 22 July 2005: "I'm increasingly having to fight my personal urges to respond to his [ie Michael Ryan's] letters."
Dr Woodward was extremely foolish to change her mind about meeting Dr van Steenis and myself last May/June. I now doubt whether any good will have come from such a meeting.
Mr Conolly had taken exception to my Shropshire Star letter of 30 Aug 2005 "Premature death rate in county" and the 2nd paragraph in his letter of 21.9.05 stated" There are no scientific or medical facts to support his theory and it is irresponsible to cause public concern with these allegations."
Dr Woodward and others are in a far worse situation than the Barrow-in-Furness architect who cancelled a contract to service air condtioning equipment and caused less than 100 deaths. Dr Woodward and others are covering up the true cause of thousands of deaths that have already occurred and are continuing at the rate of about 500 a year. It's manslaughter on a grand scale and as your constituents are most affected, I'd be grateful if you'd be the prime mover in getting this issue into the public domain. I look forward to your early response.
It's a simple issue of the lives of hundreds of your constituents -v- the "reputation" of a handful of so-called professionals.
When Dr van Steenis and I met John McDonnell MP [9 Marcch 2004] at the House of Commons, we were told that some issues "were taboo" but the birth defect data was published government data which showed wide variations in rates and Mr McDonnell raised a series of PQs on that issue. The above SMR data shows that there has been unlawful killing on a grand and indiscriminate scale and that the cause is, and has always been, readily identifiable.

TO FINISH
When it comes to installations of this nature, it is unfortunate that too many people have too much to gain, therefore, it will lead to them offering misinformation and an installation of this type will poison future generations.
Health Impact Assessments are something they will want to avoid like the plague. Comparisons of Health Effects for up wind and down wind will be avoided.
The Government will fudge its figures in anyway it can to prove its own point and of course too many people could loose out on a lot of money if it doesn’t go ahead, it is this factor that really cloud the issue.
This is NOT a case of being a “NIMBY”, this is a case of not wanting communities and future generations poisoned.
If the Leader of the Council can say he is against a free range chicken farm, he cannot say he is in favour of this installation as the risks to health are considerably higher.
If Labour Councillors can say they are against houses being built on a car park in Donnington, they have to say a Loud and Clear NO to this installation a protect their wards from being poisoned.
I for one will resist this installation, again not because I am a NIMBY, not for the sheer want of resisting it, but because it has to be stopped and people health and future has to be put first.
I call on everyone, who just want to do the right thing and come forward to campaign long and hard to stop this, the adverse health affects from this Proposed Incinerator will affect everyone of us in very many different ways.
