TELFORD & WREKIN COUNCIL FAIL ON CHILD PROTECTION AND TOWN PARK POLICIES 

There is NO Town Park Policy
 
Telford & Wrekin Council hit national headlines after their policy of stopping lone adults caused them national embarrassment.
 
Throughout this embarrassing episode, Senior Officials made constant reference to the policy.

“Lets put this whole issue into common sense context – we are not talking about a blanket policy”

“As landowner, we have child protection responsibilities”
 
As Telford & Wrekin Council Senior Members made constant reference to “POLICY”, it was considered prudent to ask questions of Telford & Wrekin Council.
 
Some of the questions included the following
 
Can you please forward a copy of Telford & Wrekin’s Town Park policy.
 
Could you also include the policy sections that refer to:-
 
1.The stopping of lone adults in Telford Town Park
 
2.The requirement for residents to have CRB Checks and Risk Assessments?
 
3.Could you also advise why Telford & Wrekin Council do not hold information on the 25 organisations with regards CRB Checks / List 99 Checks yet are allowed to rent and work in areas where they come into close contact and influence young people?
 
4.Could you also include who was ultimately responsible for the writing, use, authorisation of the policy and the dates to which the policy was first enforced, ratified by T&W Council etc.
 
Telford & Wrekin Council has replied with the following:-
 
Exemption:- Procedural
 
The reason for this is:
 
The Council does not hold this information and therefore is unable to release it.
 
Therefore this confirms that Telford & Wrekin Council does NOT nor as it ever had a policy on Telford Town Park.
 
CHILD PROTECTION
 
Another Common theme throughout the debacle was the constant reference to Telford & Wrekin’s responsibilities to “Child Protection”. Clearly there is no actual policy covering the Town Park and it does raise further questions with regards Telford & Wrekin Councils “Child Protection” measures.
 
Telford & Wrekin Council has confirmed in writing that they do NOT hold CRB Checks / List 99 Checks for 25 organisations that use Telford Town Park, one of which includes a school and another organisation Telford & Wrekin Council send vulnerable young people to, the organisations are listed by Telford and Wrekin council as:-

Whilst some of these organisations will not require to carry out CRB Checks or List 99 checks, I find it deplorable that Telford & Wrekin Council DO NOT hold CRB Checks / List 99 Check Information for
 
NACRO and Mount Gilbert School
 
Telford and Wrekin Council have young vulnerable young people attending both these organisations and should have the information at hand to ensure they are not only compliant, but to ensure that Telford and Wrekin Council are sending young and vulnerable people to organisations that are staffed by people who are Checked to the required levels to ensure that they are allowed to work with vulnerable and young people.
 
This failure brings into question the whole Child Protection Procedure adopted, written by and enforced by Telford and Wrekin Council.
 
THE SACKING OF DENIS ALLEN
 
Council Leader Andrew Eade sacked Councillor Denis Allen from his position on the Cabinet for allegedly leaking information:-

How can a person be sacked for leaking information that does NOT exist?
 
QUESTION
 
How does Council Leader Andrew Eade intend to address and fix these procedural failings, especially those that are centred around Child Protection.
 
These are matters that not only require urgent attention, but also require fixing and answers provided to us all.
 
All information referred to has been received in writing by Telford Council Watch from Telford & Wrekin Council.

MP Mark Pritchard and Leader Councillor Andrew Eade Failed To  Support the Telford Housing Summit

Tories Give Good Reports But Don’t Offer the Support
Whilst Duncan Smith is warning,
Council estates have become "broken ghettos" and urgent Government action is needed to ensure that their residents do not become tenants for life, an influential group will warn this week. (Telegraph 30th November 2008)
What is happening locally?
What is happening in YOUR Community?
House sales in Telford are down by 66%
Repossessions in Telford have seen a 10% increase in the County Court
The Private rented sector accounts for approximately 18% of Telford Properties
Social Housing accounts for approximately 22% of Telford Properties
A fundamental difference between Social Housing and Private Tenancy is cost. To be a Social Housing Tenant you give the promise of being a good tenant, but to go into Private Rented Housing, you give the same promise but often need at least £1000.
These were some of the issues discussed at the Telford Housing Summit. Unfortunately, the Conservative Administration chose not to attend, they gave apologies, but never allowed any of their members to attend as they were not informed.
The Conservative administration, made a great issue about the housing Summit, offered full support, but when push came to shove, FAILED TO DELIVER.
Effectively, Leader Councillor Andrew Eade chose to turn his back on those
Facing Repossession even though it is increasing
The 66% fall in Housing sales
And 40% of residents who rely on the Private Housing Sector and The Social Housing Sector.
So, if you fall within this 40%, having your home repossessed and seeing the value of your home falling,  we can clearly confirm that The majority of the Conservative Administration, including Councilor Andrew Eade  and MP Mark Pritchard couldn’t careless, as both failed to attend.
But next year, they will increase your Council tax and continue to take their money from the tax payer.
 
MP Mark Pritchard recently emailed me saying,
“Rather than falling into danger of making housing a political issue locally, if at all, your aim should be fired at Gordon Brown”
As I pointed out to MP Mark Pritchard, I would only get ignored by those in London and I had tried to contact him as my MP, but he and his office also ignored the issue and continued to do so, his absence at the Telford Housing Summit displayed that.
I have emailed Councilor Andrew Eade with regards the Telford Housing Summit, in a polite but frank communication, he is really showing his true colours and must apologise and explain why he and his cabinet failed to support such a vital issue that affects so many in such a wide variety of ways.
The residents throughout the Borough will be given the opportunity to have their say in 2009 on the Telford Housing Summit Report, it has been recognized, that they would not have been afforded this opportunity if MP David Wright did not take the lead on this vital topic.

HOUSING MINISTER COMES TO TELFORD
 
The hard work of MP David Wright and his office is beginning to pay off.
 
Housing Minister MP Iain Wright paid a visit to Telford in order to meet residents and organisations as well as speak at the Telford Housing Summit.
 
MP David Wright opened the Housing Summit and introduced Housing Minister Iain Wright to the well attended summit.
 
The Housing Summit is the first of its kind in Telford and brought together a wide range of residents, organisations and elected members to address the housing needs of the Borough.
 
After Housing Minister MP Iain Wright addressed the meeting all parties began to address housing issues.
 
The meeting was well attended by Councillors Keith Austin, Angela Mc Clements, Gill Green, Richard Overton Derek White as well as organisations such as English Partnerships, Wrekin Housing Trust, T&W Council, Transforming Telford, Kip Project, Bromford Housing Association, National Housing Federation, T&W Senior Citizens Forum and others.
 
The meeting was very positive with all organisations discussing Housing issues in an open way and in a very positive manner.
 
Main topic headings included
 
Access To Housing
Housing Supply and Development Issues
Regeneration Communities
 
Under each heading were many sub headings as suggestions, but the discussions were open and frank, but delivered and received in a positive way.
 
All those that attended, brought a wide range of knowledge, experience and ideas to the summit and worked together for the ultimate benefit of residents throughout the borough.
 
 I can assure everyone, that every conceivable issue with regards Housing was discussed and many ideas for improvements were tabled. Nobody held back, nobody took exception with what was said and all listened to each other and enhanced on what was said.
 
As everyone attended with a positive mind, ego’s and politics were left at the door, it is this approach shared by everyone that will ensure this Housing Summit is going to be the success that everyone wants.
 
This meeting was needed and could easily set a blue print for other local authorities to follow and could easily, in time, be adopted as a regional strategy of idea sharing and problem solving.
 
This Housing Summit really has that potential.
 
A report will be drawn up and placed into the public domain for open and honest Public Consultation. The report will be available in the New Year.
 
Having spent sometime talking to many residents after the Housing Summit, everyone has said that MP David Wright and his office deserve every credit for their work and I agree completely.
 
I must not only thank MP David Wright and his office, but must thank all those that attended for their efforts. Everybody learnt something and everbody was extremely positive.
 
Well done to you all, this will be a success.
 
 
 
 
 
 
NOT A CONSERVATIVE INSIGHT  
 
 
 
 
 
Senior Members of the Conservative Administration were invited to the Housing Summit, but for what ever reason, they chose not to attend and they never gave other willing party members the opportunity to attend in their place.
 
Councillor Andrew Eade, Leader of the Conservative Administration made a big song and dance about the Housing Summit,  made a great issue of the wording of a motion that was tabled by Councillor Keith Austin.
 
Whilst Councillor Eade and his Cabinet Member for Regeneration made all the right noises about supporting the Housing Summit, when push came to shove, they failed to live up to their own promises (nothing new there then)
 
Not Only did they fail to attend themselves, but they also failed to allow their own colleagues to attend.
 
Here, I must mention that Councillor Denis Allen and Councillor George Ashcroft offered all assistance, help and advice initially and both maintained their stance throughout.
 
Two Councillors that were prepared to do their bit and help out, were not given the opportunity by their Party Leader and Deputy who chose to issue an apology.
 
The Deputy Leader of the Conservative Administration was scheduled to do a talk on the role of a Councillor to new Council Staff Members, maybe she thought this was more important than addressing the housing needs of the Borough.
 
Maybe, Councillor Andrew Eade, as the Leader, would like to explain why he offered full support but then failed to deliver and why did he not brief his colleagues on the Housing Summit and then allow them to attend in his place.
 
Another Conservative failure, maybe his party will now aim their frustration at their leader who clearly failed to keep his word, not only to residents, but also to them as party members.

Chance To See Work of Pit Stop
 
I am sorry to read that there are so many drunks and homeless people in Wellington. I don’t think you see many on a Tuesday, Wednesday and Thursday Mornings, when Kip and Mark’s Pit Stop are open.
 
Maybe Wellington Town Council would like to fund Monday, Friday and Saturdays. We have had many offers of help.
 
It costs Mark’s Pit Stop more than £3000 per year to keep it running for two mornings a week.
 
No drinking or drug taking is allowed.
 
We give just friendship, advice, food and clothing to those in need. We are a non-judgemental group.
 
We offer an invitation to all Wellington Town Council to come in on a Tuesday or Thursday morning to try our tea and friendship.

MARKS PIT STOP  
 
Mark’s Pit Stop is run by volunteers with Janet and Pearl being a great driving force behind its success.
 
Janet and Pearl have their own stories to tell and maybe the Councillors from Wellington Town Council could simply ask
 
“Why is it called Mark’s Pit Stop”
 
Maybe they could ask both Janet and Pearl their story, then they will be truly enlightened.
 
Having had the pleasure of visiting Mark’s Pit Stop, I found both Janet and Pearl to be quite inspirational people and it is people like these that are the true champions of Telford.
 
Having had the pleasure of visiting and speaking to a number of the people who use this facility, I found them to be fantastic people and a pleasure to meet.
 
They are just normal people. Caring individuals who made me feel welcome. Intelligent, well read and with the ability to converse at many levels if given the chance
 
Some people have a vision of a homeless person and the vision many seem to have is completely wrong. They are not all drinkers and drug takers or any other caricature you choose to bestow on them.
 
Many are just down on their luck for a wide variety of reasons, some are ill for a variety of reasons including mental illness, but all are people.
 
Unfortunately, homelessness is going to increase and the recession will certainly make that happen. Yet, the non statutory homeless will always be in a position where no one accepts any responsibility for helping them.
 
It is the likes of Janet and Pearl, through places like Mark’s Pit Stop that will fill a huge hole, providing much needed support, advice and assistance for those that need it the most.
 
If a dog escaped from its owner, sooner, rather than later it will get picked up by a dog warden, taken to a kennel, housed, fed and watered.
 
Yet, a human being can be made homeless, often through no fault of their own and will be left to sleep in shop doorways, old garages, benches or if they are lucky a tent.
 
Why?
 
Are humans the only animal on the face of the earth prepared to do this to one of its own. Only to ignore them, label them and want them moving on?
 
I hope Wellington Town Council accept Janet’s invitation, although I doubt many will, but some elected members will moan about them using a bench near their premises, but will not fight the corner of those that need their help the most.
 
Janet, Pearl and the other volunteers provide an amazing service and people have told me, that if it was not for them, they could be dead.

They do rely on donations of food, money, clothing etc. All the practical things that people really need and will be Telford Council Watch’s preferred voluntary service from now and through 2009. So if anyone has any clothing donations etc through the next year they wish to make, I will gladly collect and deliver to Wellington.
 
I hope the Town Council can find it in themselves to assist in anyway possible. I have been informed that Cllr Gary Davies and Cllr Mary Lewis support them as much as possible. Well done, can the others match their efforts.

Proposed Incinerator
 
A Clear Case For A Health Impact Assessment
 
Through the work of the indefatigable Michael Ryan, a clear case for a Health Impact Assessment has been clearly outlined.
 
The proposed Incinerator for the Granville has received considerable media attention with many residents expressing genuine concerns with any health implications associated with the proposed building.
 
At a question and answer session held in Donnington, a representative acting for or on behalf of SITA confirmed that filtration at the proposed plant would only filter down to a particle of level of pm 5. I was even more surprised when a SITA representative said to me,
 
“If the Producer Responsibility Regulations actually worked, there would be no need for incineration”
 
Quite a statement and acknowledgment of failing regulations.
 
The concerns are that this level of filtration is not adequate as there are known health risks associated with pm 2.5 that have adverse effects on health, especially with the health of those living down wind of an incinerator.
 
However, there does appear to be a break down in adequate communication between Telford & Wrekin Council and T&W PCT Primary Care Trust.
 
A letter dated 15 October 2008 was sent to the Head of Planning and Environment at Telford and Wrekin Council which says,
 
Dear Michael,
 
Proposal for Incinerator at the Granville
 
Following our earlier correspondence on this, I have not received any further information from the council in relation to the (possibly) proposed incinerator at the Granville.
 
I am aware this is receiving considerable local media attention. In the absence of any further information, I would like to advise that, on the face of it at least, there is a case for a HEALTH IMPACT ASSESSMENT, to be completed for the local population.
 
As you know, the position of the Environment Agency on this Application has been that any planning application should be considered in parallel with the EPR application. I would be grateful for your confirmation of this.

The Health Protection Agency has also forwarded additional documentation that seems to support the need for a Health Impact Assessment.
 
This information states,
 
The general public can be exposed to atmospheric emissions associated with incinerators through a number of routes;
 
By direct inhalation and / or by indirect entry via the food chain being of particular importance.
 
There is NO doubt that air pollution (from all sources) can have an adverse effect on health of susceptible people (i.e, young children, the elderly and particularly those with pre-existing respiratory disease). The adverse affects of airborne particles on health have been established through epidemiological studies and include increases in hospital admissions for both respiratory and cardiovascular disease, increased mortality and when, exposure is over long periods, reductions in life expectancy.
 
This is only some of the information released by the Health Protection Agency, yet SITA and their colleagues would have us believe that there are no worries.
 
This proves without a doubt that every resident has every reason to be genuinely concerned about incineration and equally concerned about SITA saying otherwise.
 
Clearly SITA are to gain in some financial way and this financial gain seems to cloud the honesty of their approach and supports the fact that they do not openly and properly consult, nor do they wish to enter into a public debate.
 
The life span of this incinerator is estimated to be around 25 years. It is from the 10 year point that adverse health effects on health will become truly measurable.  
 
Unfortunately, I and many others believe that SITA are being less than honest with regards the adverse affects on health and their constant refusal to enter into debate in a public forum raises further concerns.
 
The HPA clearly state there are genuine adverse health impacts which only support campaign groups concerns.
 
But why haven’t Telford and Wrekin Council furnished the PCT with more information they clearly require? 
 
QUESTIONS
 
Further questions are now being asked of Shropshire Primary Care Trust as follows
 
Why is Shropshire County PCT staying out of this issue but not insisting on a health impact assessment when Dr Rob Carr [of Health Protection Agency] is based in same office building & is named on cc list of Dr Woodward's letter?
 
Can you please ask whoever sits at Dr Isobel Gillis' desk whether they'll be calling for one?
 
The Environment Agency's own epidemiology report recommends such a report which should include actual relevant health/mortality data around existing incinerators and yet they never bother to press for one.
 
Whenm Environment Agency Board Member Alan Dalton blew whistle about failure of Environment Agency to protect, the Environment Agency made sure Dalton got sacked by Michael Meacher MP.  I've got copy of dismissal fax dated 19 Dec 2001.  Meacher even had the brass neck to turn up to Dalton's funeral a couple of years later.
 
These are genuine questions being asked by Michael Ryan who has worked freely on this issue for some years. Clearly the documentation from the Health Protection Agency and Telford PCT stating there is a need for a Health Impact Assessment have on proved him right.
