An open Letter to
 
Leader of The Council Cllr Andrew Eade
Cllr Adrian Lawrence
Cllr Adrian Williams
Cllr Liz Clare
Cllr Ian Fletcher
Cllr Keith Austin
Jane Brookes Wrekin Housing Trust
 
MP Mark Pritchard
MP Caroline Flint
 
On The 28th August 2008 you received the following email,
 
Housing Summit
 
As you will be aware, the last 18 months or so have seen the Social Housing waiting list in the Borough of Telford and Wrekin increase from 5000 to 11,000.
 
As you know, the issue of Social Housing is somewhat complexed and with a growing population the future housing needs are only going to increase.
 
The issues facing the Borough of Telford and Wrekin and the need for Social Housing are further compounded by issues such
 
* An ageing population
* Increased needs by young people aged 16 to 25 years
* The Sales of current housing stock
* Housing not being replaced after sales are completed
* A growing population linked with the dash for City Status
* An unfair Choice on Choose Your Home ie – All houses available in the all bands section are allocated to those in the Urgent band thus negating the need for this banding.
 
And many more issues besides.
 
Having assisted a number of residents gain a home of their own or even simply emergency accommodation, I am alarmed at the clear discrimination faced by those residents who are disabled and find themselves a victim of Disability Discrimination through no fault of their own, but more because they were honest and declared a disability in the belief they would be treated fairly.
 
An able bodied resident can apply for up to three house per week therefore have a opportunity to apply for 150 houses annually. When compared to that of a disabled resident the discrimination becomes clear as their annual choice is restricted to about six per annum. Although they can apply, they will not receive equal consideration because of their disability.
 
The argument for this policy seems to revolve around the issue of adaptions. The needed adaptions for many disabled residents could be easily catered for as they are aids that can be easily transferred from one property to another without any cost to the Social Housing Landlord.
 
Other issues further compound the problems as residents can be injected into the housing waiting list from outside agencies, giving the impression of queue jumping, therefore it is not uncommon to find a single person in for example a three bed property or a partially adapted house, suitable for disabled residents being allocated to able bodied residents.
 
The social housing waiting list consists of a wide range of residents going back as long as 1992, by any standards, this is not acceptable.
 
Whilst the whole issue is complex, what I do firmly believe is “doing nothing” is no longer an option. It is not about now, next week or even next year, It is about our children, grandchildren and beyond.
 
It only takes an adverse twist of fate and anyone of us could find ourselves on the street and in the need of Social Housing.
 
As the moves towards a Housing Summit appear to have come to grinding halt, myself and other residents are going to arrange a Housing Summit and will forward invitations forward to yourselves accordingly.
 
I respectfully ask that you put your weight behind it, raise the genuine concerns of residents, put politics to one side and start the wheels of motion towards constructive change which an extremely important Social Issue effecting many in our communities.
 
I will arrange a venue, an agenda, invitations and a warm welcome. I hope you will take part.

Within 24 hours MP David Wright contacted John Franklyn to discuss the housing Summit.
 
Within 3 days John Franklyn held a successful meeting with MP David Wright. That day the local press gave credit to MP David Wright for arranging a Housing Summit.
 
The email above was then listed for Official Response which NO Councillor has answered, not even the Leader, nor the Leader of the opposition.
 
Then Cllr Keith Austin puts forward the following motion to Full Council for 25th September 2008
 
11 Notices of Motion

(a) Councillor R.K. Austin will move, in accodance with Council Procedure Rule 12, the following Motion: "This Council recognises the urgent need to focus on providing new affordable housing for rent and sale to help first time buyers and to support home owners who find themselves in difficulty. This focus is ever more necessary following the crisis in the world's banking system, resulting in the fall in house prices and availability of mortgages. With this in mind the Council welcomes the measures recently annonced by the Government to support the housing market and the concept ofa Telford Housing Summit being proposed by David Wright MP. This council agrees to participate fully in the Telford Housing Summit and work with a wide range of partners to prioritise the development of affordable houses for rent and sale." The motion will be seconded by Councillor C.F. Smith
 
It is with some grave disappointment that Cllr Andrew Eade, Cllr Keith Austin have not had the courtesy to respond and failed to mention that this Housing Summit was in fact promised back in 2006 when the housing waiting list was at only 5000.
 
They fail to mention that a campaign has been in action for a period of 2 years and the above email and promise to arrange The Housing Summit was ultimately responsible for what is now happening.
 
Unfortunately, Cllr Andrew Eade’s constant promise to deliver an
 
“Open and Honest Council”
 
Has once again failed to be delivered.
 
We now have seasoned Professional Councillors taking the credit for the work of a Resident.
 
This action clearly displays the new lows that our Democracy has achieved.
 
TCW has achieved a lot in the last 2 years, if you are a supporter, if you are not, but think this is out of order, what have you got to say about it.

A review of recent events
 
Telford Town Park has achieved national notoriety, but unfortunately, it has been for all the wrong reasons, but where did it all start.
 
The initial problems with the Town Park started when the Labour administration carried a strategic move of introducing new boundaries to the Town Park.
 
In essence, this gives the Town Park two Boundaries, a political boundary and the real external boundary, unfortunately, this now means that developers are crawling all over the place to build in the area of the political boundary and the real boundary.
 
Although, a group named ‘Friends of The Town Park’ was developed, this gave the impression of community involvement, but realistically, they are merely an extension of the Council.
 
The real credit for raising the needs of the Town Park goes to HOOP, who raised the profile of the Town Park to new heights. HOOP are the real knowledge and drive behind the Town Park.
 
The issues of Telford Town Park have been hidden behind technicalities, political jargon, lies and closed doors.
 
The fortune of the ‘Jewel in the crown’ appeared to have changed, with the change of administration.
 
The original lottery application was stopped and we entered into the promised open and honest council and consultation.
 
This proved to be nothing more than a hoax.
 
The initial consultation was a complete let down and involved the much discussed and much desired ‘Arena’.
 
A meeting was held with Councillors, Officers and interested parties, the hoax came to light when the meeting was split into two, and the option of leaving the arena as it is was removed.
 
The meeting was finalised with a vote, it came out about even, but the consensus was, leave the Arena as it is.
 
Unfortunately, when residents and interested parties left, Officers and Councillors then carried out a second vote, bringing the vote in their favour and subsequent press release gave the clear impression that a true democratic process had been followed, these were lies.
 
When residents requested a copy of the minutes from this meeting, they were ignored, even by the Leader. The minutes were only released after a Freedom of Information request was submitted.
 
The saga continued.
 
Leaflets were distributed in The Town Park, no one said anything, made contact with anyone, until opportunists saw a Senior member of our community by himself, they then ejected him from the Town Park, again stating things like ‘We are the Land Owners’.
 
At this point, we can see that no true democratic process has been followed.
 
The recent events with regard the Councils policy of approaching lone adults in the Town Park are by now well documented, have been and continue to be discussed on blogs around the world.
 
It is even being said the Criminal Records Bureau are to take action against Telford and Wrekin Council for misuse of relevant legislation.
 
This recent move of Telford and Wrekin Council has been condemned by The Home Office, National Children’s Charities, Residents and the media.
 
But who is going to be held responsible for this debacle.
 
An apology was issued, but it was made in time with the announcement of a £4.5 million Lottery Application, this in itself seems, at best convenient.
 
The Lottery application continues to be discussed, but again behind closed doors.
 
 
MORE ASSET SALES
 
Civic Offices and the 14acre site are now up for sale, partners have been talked to, then we are going to enter into ‘Consultation’, this alone gives a clear impression that the decision has already been made and consultation is merely a box ticking exercise.
 
HOUSING SUMMIT
 
TCW has campaigned hard over the last two years to secure a Housing Summit and I must give credit to MP David Wright for working hard on this issue and being prepared to engage with TCW and its members.
 
But I must ask
 
Council Leader Andrew Eade
Councillor Ian Fletcher
Councillor Adrian Lawrence
MP Mark Pritchard
PPC Tom Biggins
 
Why do Councillors continue to ignore this topic and why have you not replied, even when listed on your system for official response , is this not important enough for you or does sitting on Parish Councils, acting as Company Directors, acting as Charity Trustees, sitting on outside bodies mean you do not have the time or are you just ignoring the issue and hoping it will go way.
 
Would you like to respond now Councillor Eade, Councillor Fletcher ?
 
COST OF LIVING
 
We all now about and are paying the increases in the Cost of living, whilst this is affecting us all, the vulnerable within our communities have been dealth with more blows,
 
The introduction of Bulk Waste Charges
Carers being hit with increased costs
Senior Citizens paying more for increased meals
Monies being taken away from libraries
Monies being taken away from homeless storage
Assets being sold
Businesses being sold out
 
The people who need the help the most are the very people who are being hit the hardest.
 
I believed we were getting change for the better, but what have we got. We have got
 
Increased cost of living
A top heavy council
More High earners
Less accountability
 
And a series of broken promises, that is the reality of the administration we have now.
 
Openness and Honesty was promised, but has failed to be delivered.
 
The promise to speak at full council was made and has failed to be delivered.
 
The promise to speak at planning meetings was made and has failed to be delivered.
 
Instead we continue the march to doing deals with developers and the constant promotion of unelected quango’s continues, with residents only having one act of democracy allowed to them, ‘To cast a vote’.

Eade Bay Sales Part 2 Going Ahead
 
Telford and Wrekin Council are going ahead with their planned sale of the HQ and the 14 acre site.
 
 
 
 
It must be fair to question the timing of this sale. When property sales, both domestic and commercial are at their lowest in decades, when the credit crunch has not only bitten, but has taken a large amount of casualties, is this the right time to sell, especially as recession is looming on the horizon.
 
This sale and the sales of this and the following
 
Hadley Park East
Emerald Crown Point
Stafford Park 5
Halesfield
4th + 5th Floor Plaza Two
 
are being handled by GVA Grimley, just what do they stand to make out of this?
 
What do the Council intend to make out of this?
 
And where do they intend to build the New HQ, maybe on top of the Wrekin so they can look down on us all.
 
What threat does this now pose to Telford Town Park with developments around it, roads through it and anything else that is planned?
 
Questions need to be asked about Telford and Wrekin Councils priorities and their ability to handle a project of this size.
 
 
OFFICES BUILT
 
A recent project handled by the Council was the building of offices on St.Georges industrial estate, this went over budget and a car park in Donnington was then sold to fill in the budget shortfall.
 
 
 
CAR PARK SOLD
 
Then of course we have the last Eade Bay Sales that were conducted covertly, has seen business premises sold from under the feet of businesses, then those that were withdrawn from the initial sale relisted for sale. At the admittance of the Leader, this was handled incorrectly.
 
It has been reported that Telford and Wrekin Council has struck up a £22.3 million housing deal with Morgan Sindal, yet the Council has made no reference to this.
 
So just what does this deal include and will Councillor Andrew Eade tell us?
 
Whilst they plan to ensure their own comfort, timing is of the essence, but when you have a guaranteed income from the taxpayer, regardless of the financial state of the economy it leads to an element of contempt for them.
 
Whilst,
 
Cost of heating your home increases
Cost of Carers Support is increased
Meals on wheels increased
Funds removed from vital community services
Whilst roads crumble beneath our tyres
Developers displaying an interest in a Care home at Wappenshall
 
They choose to revel in grandiose plans of self comfort.
 
 
 
Yet, you ask a question about Social Housing, The Leader of The Council, MP Mark Pritchard, wannabe MP Tom Biggins all ignore legitimate communication.
 
On the issue of the Housing I will compliment Cllr George Ashcroft and Cllr Denis Allen who offered assistance, but must question every other Cllr who not only received my email, but has also had it listed for a formal reply, but not one has done so.
 
Maybe Social Housing is not important to you and I will list the names of those contacted in the forum so residents know who did not answer, despite being told to officially reply.
 
It is important to those you represent, those who voted for you and those who pay your allowances.
 
At least MP David Wright is on the ball with regards a housing summit.
 
 
Andrew Eade said,
 
“The conservative Group will bring to an end a Labour Administration that has become tired, defensive, dictatorial and out of touch with the needs and expectations of a community that it supposedly represents”
 
He certainly did that, but the Tories have achieved the above in only 18 months.
 
He also says
 
“We’ll work hand in glove with the residents”
 
“An open and honest Council”
 
“We’ll let residents speak at planning and Full Council”
 
Andrew – you have failed to deliver.

I also have a question for MP Mark Pritchard.
 
Why do you not respond to issues of Homelessness and Social Housing? Having made a number of attempts to contact you by phone, email and through your office, we cannot get a reply.
 
Do you think that since PPC Alison Wedgwood stood down you’re home and dry?
 
Quite frankly I regret taking your suggestion and seeing if she could see the Wrekin from her house. At least when she was working on her campaign, you were contactable.
