The way I see it is Andrew Eade will not reply to your email because you have pointed out what cock ups the council have made. Short of saying ok your right we are rong, that will never happen he carn't even reply to many letters I have sent him.
I do think you should get the report from that company and put it on hear and send it to the news paper and show everyone what T&W stand for.
