I don't know about you, but if it was my 13 year old son, or he was a neighbour of mine, or I worked for the local council, I'd be proud to think that a 13 year old kid could be so "uncool" that he'd put up posters trying to find his lost cat.
Instead he gets threatened with an £80 fine!.
I suppose Canterbury council are like our's and would rather see kids attending council-funded graffiti workshops (yep, they run them around here!).
I expect it would have been OK if he'd submitted a risk assessment and had a CRB check.....
