A Shropshire recycling company says it is stockpiling cardboard because its profit margins have been eroded and could be forced to lay off staff.
Oswestry Waste Paper was until recently selling the product to Chinese paper mills for £70 a tonne, but that price has now dropped to £15.
The company said it was paying its customer base of companies between £20 and £40 per tonne a fortnight ago.
But it was now collecting for free in an effort to continue "to be viable".
David Davies, who has owned the company for 30 years, said: "If the situation worsens, I can see us having to impose clearance charges to our customers."
He said staff at the firm, which employs 16 people, were made aware of the current situation on Monday.
